The Pagabo National Framework for Civil Engineering, Infrastructure and Enabling Works 2026, procured on behalf of YPO under the new Procurement Act 2023, is worth an estimated £5 billion over its four-year term.

What Is the Pagabo Civils 2026 Framework?


The Pagabo Civils 2026 Framework is a closed national framework covering the full breadth of civil engineering and enabling works disciplines across the UK.


It replaces and combines the previous Pagabo Civils and Infrastructure and Demolition frameworks under a single, modernised procurement.


The framework is divided into 13 lots and 325 sub-lots, spanning:

  • Lots 1 & 10 – Collaborative Partnerships for Civils and Enabling Works

  • Lots 2–8 – Civils and Infrastructure by work type, including Highways, Rail, Water & Environmental, Maritime, Energy, Aviation, Nuclear & Defence

  • Lot 9 – Rail Systems

  • Lots 11–13 – Enabling Works, including Demolition, Remediation & Groundworks, and Full Enabling Works


Each lot is further divided by value band and geographic region, giving contractors across the UK a genuine route to market. This applies whether you are a regional specialist or a national tier-one contractor.

Who Can Use the Framework?


The Pagabo National Framework for Civil Engineering, Infrastructure and Enabling Works 2026 is open for use by a wide range of public sector client organisations.


This includes:

  • NHS and Health Service providers

  • Local councils, combined authorities and arm’s length organisations

  • Central Government and associated agencies

  • Police, fire and ambulance services

  • Universities and education providers

  • Housing associations

  • Highways and infrastructure authorities

  • Ports and airports, where a contracting body under PA23


The framework also extends to British Crown Dependencies and UK Overseas Territories, supporting public sector procurement across a broad geographic footprint.


What Does the Evaluation Look Like?


Bidders must navigate a nine-stage evaluation process, moving from compliance checks through to scored quality and pricing submissions.


The evaluation stages are:

  1. Tender Response Review – completeness check

  2. Acceptance of T&Cs and Bona Fide Tender – pass/fail

  3. Lot Selection Matrix Review – pass/fail

  4. Financial Standing and Turnover – pass/fail, with minimum turnover thresholds applying per value band

  5. Common Assessment Standard and Policies – pass/fail

  6. Project Information – pass/fail

  7. Price Assessment – scored, with a 40% weighting and mean-based methodology

  8. Carbon Reduction Plan – pass/fail

  9. Quality Questions – scored, with a 60% weighting and 0–5 scoring matrix


Critically, bidders must score at least 30% out of the available 60% on quality to be eligible for appointment. A score of 0 on any single question will result in exclusion.


Up to nine suppliers can be appointed per value band and geographic region, with pre-allocated places for Regional Contractors in lower value bands. This is a significant feature for SMEs and regional specialists.
