The UK public sector is preparing for one of the most significant changes in construction procurement with the launch of the Crown Commercial Service’s Construction Works and Associated Services 3 (CWAS3) framework. Designed to streamline and modernise how public bodies buy construction services, CWAS3 brings together multiple existing frameworks into one powerful, future-ready solution.
At Procter Street, we support public sector organisations and principal contractors in navigating procurement frameworks. CWAS3 represents a major opportunity to secure better value, enhanced compliance, and improved project outcomes.

What is the CWAS3 framework?
CWAS3 is an upcoming CCS framework that will replace and consolidate three existing agreements:
RM6088 – Construction Works and Associated Services
RM6267 – Construction Works and Associated Services 2 (CWAS2) / ProCure 23 (P23)
RM6184 – Offsite Construction Solutions
This consolidation will bring a complete suite of construction works and associated services under one umbrella, helping public sector bodies access a broader, more efficient, and policy-aligned procurement route.
The framework will cover an extensive range of project types, including:
General construction and building works
Civil and structural engineering
Repair and maintenance
Modular, prefabricated, and portable buildings
Demolition, site preparation, and clearance
Architectural, engineering, and inspection services
Real estate and advisory services
Why CWAS3 Matters
1. A £96 Billion Opportunity
The CWAS3 framework could be worth up to £96 billion, making it one of the most substantial construction procurement vehicles in the UK. It will support sectors including healthcare, education, defence, housing, and wider infrastructure.
2. Smarter Procurement Routes
CWAS3 promises flexible options, including direct awards and further competition, ensuring buyers can tailor procurement routes to project size, urgency, and complexity.
3. Alignment With Government Policy
The framework will uphold key guidance such as The Construction Playbook, ensuring best practice, transparency, and innovation—particularly in digital tools and modern methods of construction.
4. Improved Supplier Engagement
CCS is actively engaging the market, issuing updates and hosting webinars throughout the development process. This includes extended ITT timelines and ongoing supplier consultations.
Timeline: What’s Happening Next?
According to CCS updates, the procurement timeline for CWAS3 includes:
ITT Opens: Late March 2026
Bid Window: 8 weeks
Anticipated Award / Mobilisation: December 2026 – March 2027
This means suppliers and buyers should start preparing now to ensure they are ready to take advantage of the new framework as soon as it goes live.
