The Pagabo National Framework for Major Works 2026, procured by YPO as the Contracting Authority, represents a major opportunity for the construction industry, with an estimated value of up to £5 billion over its four-year term, commencing October 2026.

The Pagabo National Framework for Major Works 2026 provides a compliant route to market for public sector organisations across the entire UK.
This includes:

Local authorities
Housing associations

The framework is structured across five lots, ranging from projects valued at £5 million up to £60 million-plus. Lot 1 is dedicated to a Collaborative Partner model, while Lots 2–5 cover defined value bands.
Geographically, the framework is divided into up to 12 regional areas across England, Scotland, Wales and Northern Ireland, including British Crown Dependencies and overseas territories. This ensures broad national coverage and accessibility for public sector construction projects across a wide range of regions.
Supporting Regional Contractors
A standout feature of the Pagabo National Framework for Major Works 2026 is its commitment to regional inclusivity.
Pagabo has introduced pre-allocated places for Regional Contractors across Lots 2 and 3, recognising that turnover alone is a poor measure of organisational capability in construction.
Regional Contractors, defined as those with a turnover of up to £275 million and operating in a limited number of geographical areas, will benefit from dedicated appointment places. This approach helps to ensure a diverse and competitive supply chain while supporting capable regional businesses.
Procured Under the Procurement Act 2023
The Pagabo National Framework for Major Works 2026 is one of the first major frameworks to be procured under the Procurement Act 2023, also known as PA23, which came into force in February 2025.

Evaluation and Appointment Process
The framework follows a single-stage Open Procedure, with evaluation split 40% price and 60% quality.
Up to nine suppliers per geographical area will be appointed across Lots 2–5. This will comprise:

Three Reserve Contractors
Quality responses must achieve a minimum threshold of 30% out of the available 60% to be eligible for appointment.
This evaluation structure highlights the importance of submitting a strong, well-evidenced quality response alongside a competitive price submission.
Digital-First Delivery Through Pagabo+
Pagabo is championing digital transformation through its proprietary Pagabo+ platform.
Pagabo+ will serve as the central hub for:

Appointed suppliers will be required to subscribe to and actively use Pagabo+ throughout the framework term. This digital-first approach reflects the growing importance of transparency, data, performance monitoring and compliance in public sector procurement.
