The Pagabo Civils Framework is set to become one of the biggest infrastructure procurement opportunities of 2026. With an estimated value of £5 billion, the new National Framework for Civil Engineering, Infrastructure and Enabling Works will create major opportunities for contractors across civils, infrastructure, demolition, remediation, groundworks and enabling works.
Pagabo Limited, acting as agent for the Yorkshire Purchasing Organisation, is seeking to establish a new national framework that will replace and consolidate two existing frameworks: the National Framework for Civils and Infrastructure, which expires in May 2026, and the National Framework for Demolition and Land Preparation.
The new framework is expected to run from September 2026 to September 2030 and will be available to public sector bodies, charities and private sector organisations across the UK.
For contractors, this is not just another framework. It is a major pipeline opportunity — and the businesses that start preparing early will be in the strongest position when the Invitation to Tender is released.
What Is the Pagabo Civils Framework?
The Pagabo Civils Framework is a national procurement framework covering a wide range of civil engineering, infrastructure and enabling works projects.
It has been designed to support buyers across the UK with access to capable contractors across multiple sectors, regions and specialist work areas. For contractors, appointment to the framework could create access to a long-term pipeline of public and private sector opportunities over a four-year period.
The framework is also significant because it is one of the first major procurements to emerge from Pagabo and YPO’s recently announced 10-year strategic partnership. Pagabo Civils Framework Timeline

If the ITT is issued in early May, contractors may have around six weeks to prepare and submit their response.
