PfH launches £943m modular buildings framework: is your bid ready?

Procurement for Housing (PfH) has published a major new framework opportunity for modular building suppliers, consultants, and specialist contractors across the UK. With an estimated total value of £943 million (excluding VAT) and a four-year contract period running from October 2026 to October 2030, this is one of the most significant modular construction frameworks to come to market this year.

What is the PfH modular buildings framework?

PfH is a national procurement consortium that supports social housing providers across England, Wales, and Northern Ireland. Its members collectively manage more than 90% of the UK's social housing stock. This new framework, procured under the Open Procedure of the Procurement Act 2023, will give those members compliant access to a wide range of modular building solutions.

The framework is structured across six lots, each targeting a distinct area of the market.

What are the six lots?

• Lot 1a - Permanent modular buildings up to £5m (education, healthcare, public estates, commercial)

• Lot 1b - Permanent modular buildings, all values (education, healthcare, public estates, commercial)

• Lot 2 - Temporary and hire buildings, refurbishment, and relocation

• Lot 3a - Specialist high-assurance and secure environments up to £5m (defence, blue-light, custodial)

• Lot 3b - Specialist high-assurance and secure environments, all values (defence, blue-light, custodial)

• Lot 4 - Modular building consultancy and professional services (feasibility, MMC strategy, carbon modelling, post-occupancy evaluation)

SMEs are explicitly named as suitable participants across all lots, so this is not just a framework for large contractors.

The window between enquiry deadline and submission is tight. If you are considering bidding, preparation should begin now.

How will bids be evaluated?

All lots are assessed on the same split: 70% quality, 30% price. That weighting tells you something important. Winning a place on this framework will depend primarily on the strength of your written response, your evidence, and how clearly you demonstrate capability. Price alone will not secure a position.

Framework fees are competitive: 1% for Lots 1a to 3b, and 2.6% for Lot 4. The number of supplier places is unlimited, but PfH retains discretion to award fewer or greater numbers on a lot-by-lot basis depending on the quality of bids received.

Why framework bids require specialist support

Framework bids are structurally different from single-contract tenders. You are not pricing a specific job, you are demonstrating to an assessor that your business has the capability, quality systems, and strategic understanding to serve a wide range of buyers over four years.

Getting the quality responses right at the 70% weighted stage is where frameworks are won or lost. Vague answers, missing evidence, or poorly structured responses will cost you places, regardless of how competitive your pricing is.
