Most civil engineering contractors find out about tenders too late.

The Challenge
Our client is a civil engineering contractor operating across the North of England, working across both public and private sectors local authorities, combined authorities, water utilities, and private landowners.
They had strong delivery capability. What they lacked was a clear, structured view of what was coming and when.
Without that intelligence, business development was reactive. Opportunities were missed. Resources were pulled in the wrong direction.
What We Built
We designed a bespoke tender pipeline using Excel covering every stage of the procurement cycle from early market signals right through to live submissions.
The pipeline is built around five interconnected components:
A geographical focus map defining where to target public sector work and where to deprioritise
A client register covering 95 local authorities, combined authorities, and transport bodies, with relationship and volume intelligence for each
A frameworks and projects tracker covering 111 opportunities across 53 public sector clients 80 frameworks and 30 individual projects
A private sector tracker covering 24 clients, from food manufacturers to universities and energy suppliers
A clear status system every opportunity is categorised: live, targeted, submitted, won, under review, or not pursuing
The Result
Our client now has a live view of everything relevant in their market. They can see which tenders are open, which are expected in the next 12 to 24 months, and which client relationships they need to build before procurement opens. Crucially, the pipeline is simple to maintain, so they can keep it up to date themselves as new opportunities emerge.
With 48 anticipated tenders and 58 Prior Information Notices already flagged, they are not reacting to the market. They are ahead of it.
