National Highways has officially confirmed the procurement of its next generation of Maintenance and Response contracts M&R2 covering the entire Strategic Road Network (SRN). With an estimated value of £8 billion and a contract duration of up to 9 years, this is one of the largest and most significant infrastructure opportunities to come to market in years. And the clock is already ticking.

What Is M&R2?


The SRN comprises over 4,500 miles of motorways and major A roads  the arteries of our national transport system. M&R2 will replace the existing contracts that keep this network operational, safe, and resilient every single day.


The scope is broad and demanding, covering:

  • Cyclic and reactive maintenance

  • Incident response and severe weather operations

  • Operational roadside technology

  • Asset renewal works


The contracts are expected to be structured into two tranches, potentially broken into further lots, giving opportunities at multiple tiers of the supply chain.


The Timeline and Why Early Action Matters


The tender notice is anticipated in February 2027, with contracts commencing 1 March 2028. That might sound like there's plenty of time but in our experience, the contractors who win work of this scale are the ones who prepare well in advance.


Pre-market engagement is already underway. By the time the tender lands, the best-positioned teams will already have their supply chains aligned, their CVs evidenced, and their delivery model stress-tested.
