At Procter Street we were commissioned to develop and manage a full tender submission for our client, a specialist civil engineering contractor, for the Greater Manchester Combined Authority (GMCA) Reliance Street development - a 44-unit affordable housing scheme. The submission included a comprehensive programme of delivery and detailed installation methodology. By combining planning, scheduling, and technical expertise, Procter Street ensured the submission was structured, persuasive, and aligned with tender evaluation criteria.

Background
Our client, an established civil engineering specialist, faced the challenge of responding to a strategically important tender for the Reliance Street development. While the team possessed strong technical knowledge, they identified the need for additional expertise in planning, scheduling, and design optimisation to enhance their response.
Procter Street was able to provide this expertise, working in tandem with the client’s staff to produce robust delivery programmes, identify and present value engineering opportunities, and shape the overall methodology.
