At Procter Street we were commissioned by a leading UK technology and network services provider who delivers mission-critical solutions across the transport, utilities and public safety sectors. They asked us to manage the full development of a Procurement Specific Questionnaire (PSQ) for a UK critical infrastructure technology bid. The success of this PSQ would determine our client’s eligibility to progress to the Invitation to Tender (ITT) stage for a strategically significant contract valued at approximately £650 million over >6 years

 

Procter Street successfully led the entire PSQ submission, delivering a high-quality, compliant response that secured our client’s progression to the ITT phase.

 

Project scope:

  • To lead and manage the entire PSQ response process

  • This included working cross-functionally with client teams including: HR, health and safety, technical and commercial

  • To assimilate, structure and articulate comprehensive quality responses in alignment with the client's requirements

 

Bid management plan:

Procter Street acted as the central bid management partner, coordinating all elements of the submission and ensuring technical accuracy, strategic alignment and narrative cohesion throughout the PSQ. We developed a comprehensive plan with clear milestones and review stages, ensuring structured progress across all departments.


Stakeholder engagement:

Facilitated and led collaborative sessions with senior client stakeholders to extract and refine content across key response areas, including:

  • Design and implementation of telecommunications networks

  • Network operations and maintenance strategies

  • IT Infrastructure and service management

  • Inspection and repair methodologies


Response development:

Created bespoke response templates to promote a tone of collaboration and alignment between our client and the public sector client enhancing perceived partnership and delivery confidence.

 

Full PSQ completion:

Managed and compiled all mandatory declarations and supporting information, including:

  • Insurance and financial standing

  • Health and safety policies

  • Carbon reduction plan

  • Modern slavery and ethical supply chain commitments

  • Technical and professional capabilities (including reference contracts)
