A Pipeline Notice formally known as a UK1 notice is a forward-looking publication issued by a contracting authority that outlines the details of a single planned procurement expected to take place within the next 18 months. Introduced under Section 93 of the Procurement Act 2023, Pipeline Notices are published on the Government's Find a Tender service and are designed to give suppliers early visibility of upcoming contract opportunities.
Who Must Publish Pipeline Notices?
Mandatory publication applies to large contracting authorities — typically those with an anticipated annual spend exceeding £100 million on relevant public contracts. These organisations are required to publish a Pipeline Notice for every planned procurement with an estimated value of over £2 million (inclusive of VAT) where they intend to issue a tender notice or transparency notice.
Voluntary publication is available to contracting authorities with annual spend below £100 million, as well as for procurements valued at less than £2 million. Because Pipeline Notices are particularly beneficial for SMEs and VCSEs, the Government actively encourages voluntary publication. Authorities that are uncertain whether they meet the £100 million threshold are also advised to publish as best practice.
