Effective from 24 February 2025, the Procurement Act 2023 introduced a modern, streamlined framework for public procurement across the UK.
Procurement Specific Questionnaire
PPQ became PSQ and information is linked to the Central Digital Platform. It is mandatory to be registered on the CDP to tender in the public sector.
What has changed?
A single, flexible procurement process
Gone are the multiple complex procedures. The Act introduced one unified process adaptable for all contract types, including defence and utilities.
SME-friendly measures
Simplified bidding and negotiation
30-day payment terms across more contracts
Clear feedback from public bodies
Fewer bureaucratic hurdles
Transparency and oversight
Mandatory publication of notices (eg contract performance, termination).
A new debarment list for unethical suppliers
Oversight by the Procurement Review Unit (PRU)
Strategic alignment
Public buyers must consider the National Procurement Policy Statement (NPPS), which promotes:
SME support
Innovation
Social value
Economic growth
