Our client’s core expertise lies within the digital sector, particularly in the design and delivery of communication and data-driven systems. Looking to diversify into new markets, they identified the Dumfries and Galloway transport hub project as an opportunity to apply their transferable skills in areas such as communication links, data management for travel interchange display screens, public address systems, and digital design and installation.
However, to compete effectively in this new sector, the client needed to demonstrate broader capabilities in civil engineering, utilities, and construction management, areas outside their direct experience.
Our work-winning team was commissioned to deliver a turnkey bid management and submission solution for our client, covering two lots within Dumfries and Galloway Council’s Construction Works and Associated Services Framework for the design and build of multi-functional transport hubs. Delivered over a four-week period, the submission required the programming and coordination of two separate lots - East and West - covering four and three installation locations respectively. Our Procter Street team managed the entire process, from bid planning to technical responses and scheduling, ensuring a high-quality, compliant submission within a challenging timeframe.
Project scope:
The primary scope was to manage and deliver a complete tender submission. This included developing detailed programme schedules for the installation of seven separate transport hubs, ensuring works could be delivered concurrently within a 10-month period. The submission needed to clearly evidence capability, planning rigour, and technical understanding to meet the Council’s high standards.

Benefits/successes:
Submission was delivered on time and within budget, despite the complex scope and short turnaround
Produced a comprehensive installation plan, demonstrating that all seven sites could be delivered within a maximum period of 10 months, even when managed concurrently
Freed the client’s internal resources by acting as a turnkey solution, enabling them to concentrate on wider business activities
Drew on Procter Street’s in-house expertise in utilities installation, civil engineering and infrastructure design to strengthen technical responses
Delivered a compelling, structured submission that exceeded tender requirements - positioning the client as a credible and competitive bidder
Background information:

It demonstrated the client’s ability to deliver both the digital and physical infrastructure required for the transport hubs. The result was a bid that aligned closely with Dumfries and Galloway Council’s requirements and offered a credible, innovative, and cost-effective solution.
